Takes forever to start and rough idle

OK first what was your fuel pressure?

The regulator will be located either on the fuel rail or just in front of it between the in line and the fuel rail.
The fuel will have to pass through this first.

the fuel pressure regulator is attached to the CPI unit located INSIDE the plenum.

Uhmm, ok. Never heard of the term plenum.
So what and where is the plenum?

Plenum is synonymous with intake, but may be used in conjunction with intake as in 'intake plenum'.

Not to be smart, but this and many more questions can be answered by using the search function.

Ok, I took the plenum off today. Cleaned all the carbon out and replace the regulator.
Did absolutely nothing for me! Fuel pressure is about 59psi.
Could it be the throttle positioning sensor???

Ran 59psi with the new regulator on.

Not a matter of what it runs at, key on engine not running what is your pressure? when you turn key off does the pressure drop and if so by how much?
