Default Timming Question on 93 CPI

So I just put a new timming chain on my daughters CPI 4.3L blazer. Engine blew headgasket and bent rod when tried to turn over. So put in new rod new pistions rings bearings etc. Didnt bore or replace cam since only has about 40,000 miles on engine. So I did install new timming chain. Here is my problem!! First off not sure whats the deal with the Harmonic ballancer. It has two timming marks and they do not lighn up with the key way. So when I try to set the timming the first mark is at about 11pm and the "0" mark is at around 1 pm. If I turn the dist to advance it still wont get close and runs real bad. So pull number 1 plug out and get on compression stroke and mark on harmonic ballancer is a log way from being at TDC! I can point Dist at back on intake for # 1 cyl and it wont run on it, So I have to move all plug wires counter clockwise. After I do this it runs and seems to run ok but no power?? Thats after I move the timming marks to "0". So I pull front cover offf and look to see if I got 1 notch off on my cam/crank timming. Nope it was spot on. So this is what does not make sense. I put my finger in #1 spark plug and had my dad crank it over. Got it on the compression stroke and the top mark on the cam gear is pointing up and crank gear is right on. I know cam goes around 2 times but why is it on compression stroke pointing up. Also could I have the wrong harmonic ballancer? Sorry about blabering on but im so lost at what could be the problem with this. I have built plenty of engines and never ran across this problem b4. Thanks for any advice given.

"the top mark on the cam gear is pointing up and crank gear is right on"

Should re check your timing chain marks, from what I am reading you timed it wrong but maybe I'm reading it wrong take a look at the picture I attached

Thats the way I timmed it. From what I have read it fires when its on #4 compression stroke.. Anyone know about that?

There is a wire that advances the timing automaticy, to ajust the timing you have t disconnect that wire. i believe it should be on the passenger side under the carpet

I would guess that he knows how to set his timming correctly and that you have to unplug the brown wire that has a plug under the carpet on the passenger side by their feet. did you mess with your distributor, take it off the engine or anything? Maybe you put it back on incorrectly if it was removed during your engine rebuild.
