You haven't given us much info to work with.
What kind of "car"? What engine, carb, fuel injection....etc...

89 s10 blazer,4.3 feul injected, carb, brand new spark plugs.. maybe i gotta retitighten them?

actually i think what chevylover meant by fuel injected, carb. was is it fuel injected or carbeurated(spelling?) and it cant be both. and im not too sure why you would have to retighten your sparks if they're brand new unless they got put in wrong. they should stay tight. anyways if your blazer is carbeurated then i believe revving is normal on a cold start. if its fuel injected you might have some fuel supply probelms. (i.e. clogged fuel filter or line or injectors to name a few) also you might get some HEET to get rid of any moisture in the tank.
im no expert so if im wrong please correct me.
