Does the blockoff plate do anything like increase HP or improve gas milage?

It keeps your intake from gettin nasty again LoL EGR = exhaust gas recirculation I suppose your gas mileage would stay good and not decrease because of build up in the passages in the intake kinda like Preventive maintenance
