1995 Blazer Won't start

Default 1995 Blazer Won't start
Starter will not turn fast enough believe there is a ground problem. Headlights and all interior lights are strong. New battery and starter were installed.

Could be a corroded battery cable, or connection, positive or negative. Google search "how to check for voltage drop", or "voltage drop testing".

Voltage was the same everywhere. Could it be a wire somewhere?

Yes, that's what voltage drop testing is for, (checking for drop while under a load). You will need a DVOM to check voltage at very specific points and the results will tell you exactly where the excessive drop is.
