1995 CPI Fuel Pressure leak down failed, what next?

Just got done replacing the leaky fuel regulator. Ran pressure test with the gauge at the test port and this is what I'm getting:
Pump on: 64psi
Pump Off: 52psi
10 min: 40psi
Not happy with these numbers.
I put a vise-grip on the return hose near the fuel filter and these are the numbers:
pump on: 80 psi
pump off: 76psi
10 min: 62psi
Not thrilled with this either.
I re-clamped the hose and did the test again and saw about the same. I've got the 6 spider hoses pulled and no visible leaks in the intake. Nut kit, new regulator and the test port are bone dry. I replaced the pump less then a year ago with a new Delco.
Is there such a thing as an aftermarket check valve that can be installed with the fuel filter?
I haven't tried to build the fuel filter adapter to connect the pressure gauge, is it worth doing since the upper intake is apart?
Any suggestions what should I do next?

I don't think the leak down is so bad to cause an issue with starting. To what pressure does it build to, during the FIRST 2 sec pulse AFTER SITTING OVERNIGHT and turning the key on (without cranking the engine). Leave the gauge on overnight and have it ready to read. I suspect the fuel pump (and yes I know it's only a year old).
Never block off the return line on these systems. If you have a good fuel pump the pressure which should be more than 80 psi will likely rupture the fuel pressure regulator.
