1997 Jimmy not OBD?

Default 1997 Jimmy not OBD?

Hello, been lurking here a while learning all I can! I've recently purchased a 1997 Jimmy 4 door and am working on getting it back into tip top shape. I've been using torque pro with the bafx Bluetooth adapter as my scan tool - I've got several issues.
1) Torque tells me that the ECU is non OBD. Is this normal?
​​​​​​2) Idle is consistently higher than it should be, around 850-900rpm, when driving it doesn't drop below 1100rpm until I apply the brakes. Seems abnormal to me, is this correct?
3) The engine is consistently running rich, long term fuel trims on both banks are showing between 15 and 20 percent.

Here's what I've done so far. Cleaned the throttle body, cleaned the MAF sensor, cleaned the EGR, cleaned the MAP. New plugs were installed about 1000km ago along with a new distributor, alternator, and upper and lower intake manifold gaskets being redone.

I'm looking for any/all advice I can get! Thanks in advance!
