1998 Chevy 4.3 S10 Stuck In Open Loop!

Default 1998 Chevy 4.3 S10 Stuck In Open Loop!

Hey guys not sure if I am in the right area on here so I do apologize.

I have a 1998 Chevy S-10 I am having some issues with, it all started out as what I though was a bad 02 Sensor it was giving me a Code of P0134 and P0154 so I ended up replacing all three 02 Sensors with Brand new AC Delco ones and still noticed that I had the same Codes of P0134 and P0154 after installing the new ones (No Activity Detected) so I literally went through the entire engine wire harness and I have found out that the Purple/White and the Tan/White wires which go to the drivers side 02 sensors were rubbed completely through, one of them was grounded against metal right behind the Valve Cover against the Transmission Dipstick so those are now fixed. I also repaired the black wire that was down by the Drivers side 02 plug becase It too was broken...

So I have fixed the Wire harness and all wires are infact making connection from 02 Sensor to the ECU, I do know this because I used my Continuity Tester and verified I know the Wiring is no longer the issue (I think) but of course Still the P0134 and P0154 (no activity Detected) still exists, I'm super confused and getting pissed.

My code Reader is showing my Oxygen Sensors are just at (0.45V) and will not Fluctuate at all...
Also it is showing (Open-Loop Due To System Failure)
Short Term Fuel Trim is also showing 0%


So my question is, Did my ECU get shorted out causing it to be stuck in Open Loop?

If my theory is right... What I'm guessing is when the 02 Sensors shorted out against Ground it caused an internal short inside of the ECU (02 Sensor Circuit) and it now just will not switch to the Closed Loop map?
