What kind of lights? Factory or aftermarket wire harness? More info is needed here so we know if your trying to build a harness or buy one or what you are trying to accomplish!

Default 2002 S-10 Fog lights

After doing a lot of research ..... There is a relay already in the box but no pre-existing plug-ins in the area of the lights them self. How can I hook up that relay ?

It's easy, pull yhe fuse box out under the hood, find out where the out put wire for that relay should go, then reprogram the computer and tell it to energize the relay when you press the fog light momentary switch. take lots of pictures and do a write up.
This is a little advanced type of work. your truck was not shipped with fog lites. an aftermarket switch would be much easier.
