4wd low
drive about 5 mph and pop trans into neutral. When vehicle starts to slow press the 4WD lo button. There is a preferred procedure in the owners manual. Get ready for the onslaught of I don't have to do this to get mine in 4 lo. Can't imagine why anyone needs 4lo anyway. I only put mine in 4li once to make sure it worked, nothing more.

You must not spend much time in rough terrain. I don't think I've ever used 4HI.
3-button or 4-button (with Auto)? The systems are different.
For either case, if your system will go into 4-hi (and stop flashing), the front axle should be locked in at that point. You can check this by jacking up the right front wheel (only) and seeing if it is easily turned (with engine running). Actuator for this is under the battery tray. Controls and diagnosis for this depends on which system you have.

On the three button, there is a vacuum switch on top of the transfer case to lock in the front axle. You might want to check this out (if the transfer case is going into 4WD but the front axle is not engaging).
