Default 9 & 3 wheel movement

I had checked the front passenger wheel and there is quite a bit of movement in the wheel. im thinknig its the tie rod end. I had someone move the wheel and I check where the movement was coming from, to me the whole rod seems to be moving from passenger to drivers side. What would be wrong to cause this, could it still be the tie rod?

With the engine off, have someone turn the steering wheel back and forth while you watch the steering linkage. The problem will hopefully be noticeable.
