95 blazer, #4 cylinder misfire, plug is dry black carbon covered
#11
..."The engine block and heads are freshly rebuilt...5k miles on it, It has flashed the check engine light from day 1"....
Fuel pressure and leakdown results are excellent!
Did you have the miss before the engine work?
Is there any engine noise, ticking etc?
Just for grins and giggles, what brand and number spark plug are you using? (4.3's are very fussy when it comes to plugs.)
Have you done the diagnostic for the left knock sensor, (P0326)?
Have you done the diagnostic for the EVAP flow, (P1441)? This DTC says there was EVAP flow when there shouldn't have been, (causing a rich condition). If you pinch off the vacuum line at the purge solenoid, it will stop EVAP flow completely. Then road test and watch the SES light.
Just throwing some random ideas at ya.
