Will it work if you remove the 4wd fuse, turn the ignition on then back off, reinsert the 4wd fuse, and then attempt to shift it? If so, then it is likely that the encoder motor position sensor is starting to fail, setting a fault in the TCCM which is causing it to give up on the shift too quickly. Sometimes it is not the fault of the sensor, but corroded/dirty connections between the TCCM and the switch and/or encoder motor.

The encoder motor position sensor is actually in the encoder motor and is not serviceable separate from the encoder motor.

The cable that runs to the front diff is to activate the front axle. It engages the passenger side axle inside the extension tube. When not engaged, the passenger side axle is not connected to the differential. Because the front diff is an open type differential, if the axle is not engaged, any power that is transferred to the front diff will just cause the diff to spin with no power being put to either front wheel.
