Default 97 blazer brake issue

Posting this for a friends mom that doesn't have much money, im somewhat mechanically inclined so im not completely oblivious to information i might receive on this.

Scenario:

She thinks the rear left wheel is locking up when braking at a low speed such as going out the driveway but she looked and saw the skid mark on her dirt parking spot coming from the rear right wheel. She said the brakes do not feel like there pumping which to me rules out an ABS problem (abs light isnt on either) although she said there is a clicking noise coming from that area sometimes when it locks up. She said its done it once before slowing down from a 45mph speed and the wheel will just completly lock up but then release when the break pedel is released. She said it started about 3 months after she got new brakes installed. Any info on this would be nice, or a way i can disable something thats causing the problem.

Why didn't she take it back to who installed the brakes? One thing is if it is locking up is there oil or brake fluid on the linings? Is there broken hardware? Is an E-Brake cable hanging up? It could be several things. Without looking at it who know what it is.

Drum or disc brakes? If it's drum, some hardware came loose inside. Easy fix if you can get the drum off. Disc brake sounds like a hose (really don't know if they have hoses on the back) collapsed inside. If so, change them both. About $15.00 each or so.
