99 blazer won't start

99 blazer won't start
I have a 99 blazer that won't start unless you put a little bit of fuel in carb. When you turn on the key you can hear the fuel pump start. Does anyone have any suggestions what we can look for?? Once it starts, it runs great, but if you turn it off, it won't start again. Any help is greatly appreciated. Thanks
