Default Acceleration and Engine codes

First off I thought I had a fuel pump issue, but all the testing does not indicate that it is the fuel pump. 60#psi and holds with less then 5# bleed off over 30 minutes. Changed the fuel filter (which looked to be the original) but here is the strange thing. It is running fine accept when you floor it and ask for additional speed. Pulls a two mile hill that I live at the bottom of with no problem, but if I gradually pick up speed it will top the hill at 55mph. Floor it and it bogs down and when you let off the gas and it will settle down and runs fine. Can not get my code scan to even turn on when I plug it into the port, and yes the scanner is working checked it on my other s-10 and reads the codes fine on it. What causes the port to have no power at all? Thanks in advance for any help it is greatly appreciated.

Rodney you should put this in the 2nd Gen tech forum. Lounge is not a good place for this type of post.

If is 1996 or newer Blazer, pin 16 of the OBD2 connector should have battery voltage. If not check the cig lighter #2 fuse.
