Advice on EVAP problems?... '95 Blazer

New member, long-time lurker. I really appreciate this forum and the knowledgeable, helpful members. Thanks for everything!
About a month ago, I purchased a cherry '95 Blazer (2-door, 4x4, Auto, 4.3W, assembled Nov. '94) with 69k original miles. It was running like a champ until a week ago when the engine light suddenly came on and it started idling terribly and running kinda rough. A few days into the problem, the light when off and the Blazer ran great again. 36 hrs later, it was back...
My friendly mechanic pulled the OBD code for me as neither of my scanners would link up... "P0449 Evaporative Emission (EVAP) Vent Solenoid Control Circuit"
This should tell me that there is a problem with the electrical circuit in the canister vent solenoid...
Problem is, my Blazer doesn't have a vent solenoid, just a filter (PART # 17094159) mounted (with 2" friction tape) high on the fuel filler neck (hose from canister but no electrical leads). I've checked with three different Chevy parts managers. Based on my VIN, I have no vent solenoid. This is the diagram they're working from: FUEL SUPPLY SYSTEM | Tonkin Online Parts
Money's been tight the past couple of years... Before I start throwing money at "possible" causes like the filter ($50), gas cap ($20), canister ($85), etc, I'm hoping someone here has some experience with this and can suggest a list of things to try in order of probability.
Why would the OBD be throwing control codes for an electrical circuit that doesn't exist?
Any thoughts are greatly appreciated.
