Blazer no starts randomly,.. so far has started whenever I put on a battery charger

The battery Tested at 12.8 Volts when the car was off, and 14.8 Volts when running (no lights/Accessories) which is what I read to do when testing the alternator. So that seemed to pass
It's 1995 with 180,000Km, newer injectors, fuel pump and and filter (Within the last 30,000km) I've ran a couple cans of seafoam through it recently as it has been very cold here (Between -20 and -30) and I was worried about my fuel being the issue.
It runs great once it starts,...new plugs and coolant flush / oil change. I'm at a loss here and don't know where to start trouble shooting this issue. I tried testing the ohms of my block heater with a multi meter and had a few flashes of 20 resistance, but couldn't get a solid reading. Pretty sure it's not working, as it starts very cold after being plugged in... Could that be my problem ? It has started like a champ on may cold mornings, and no started me when it was a fair bit warmer than it is now

First question - did You check the battery under load? W/O the power consumption even a worn off one would look OK. Best way tell if it's good is to measure a voltage drop while cranking the starter. That's a moment of a mass power consumption. I haven't check how big inertia has the dashboard gauge for battery - You probably might be able to see the battery voltage drop there. You may also use the interior lights a reference too.
You may also judge the battery condition if You listen to a way the starter runs. But this isn't very reliable method. Starter may slow down not only if a battery is dead, but also if it encounters higher counter-forces.
