Box behind rear wheel driver side purpose ?

what is the purpose of a box ( some pipes with gas get inside ) located behind the rear wheel ( driver side ) on a chevy blazer LS 2000 ??

Speaking of EVAP problems, I have a 98 Blazer, I have a EVAP CEL problem, dealership told me that I need new sending unit, but I noticed that the silver tab, just under the fuel cap, does not close anymore. Could this be my problem, instead of the sending unit.
