can only shift to 4x4 in neutral

i see.
what i dont understand is this whole neutral thing.

what would make the buttons dead unless its in neutral?

Im gonna throw my guess out there and say the neutral safety switch.

Well see, unless im missing something (which i probably am) the only parts involved are the TCCM, transfer case encoder motor and the neutral safety switch. But the gear selection should not matter for 4HI, so thats why i keep going back to the TCCM. But you changed it 3 times so thats pretty unlikely also along with the NSS. Its probably something stupid that both you and i dont know about lol.

So the question we need to ask is what parts are involved as soon as you push those buttons.

i changed the neutral safety switch today with a brand new one. im leaning towards something INSIDE my transfer case. i have a spare sitting on the shelf, im just trying to be lazy and not swap them if i dont need to.

I have the same problem with my 1995 s10 could you please tell me if you solved the problem with only working in neutral?
