Default Can't seem to get rid of PCM OBD1 code 15 - Coolant Temperature Sensor Error

I am having the hardest time getting rid of the computer code (OBD1 Code 15) Coolant Temperature Sensor Error. Already changed CTS sensor twice with different brand names. Traced wires for damange and replaced pigtail. Checked power wire for the 5v and the ground wire for ground with a multimeter. Even swapped out the PCM with a similar one from a junk yard... same error shows. Please Help... Im lost now. -- Nick
