CKT690 is the control circuit for the courtesy lamp relay (i.e. wire that runs from the BCM to the relay), not the relay itself. The relay is located in the body relay block which is under the dash above the parking brake lever. As found through searching on the subject of 'courtesy+lamp+relay', the author of THIS THREAD has pictures in his album showing the body relay block location as well as a schematic detailing the relays in the body relay block.

Thank you for that, I'll have to have a look to see if its in the same place in my RHD Blazer.
Just as a foot note my parking brake lever isn't under the dash. It's in the centre console next to the automatic transmission level.
