Climate control vent settings not changing

I know these have clips to mount the actuator. What does the second clip do?

I just now realize I worded that incorrectly. It has the original clip to mount and then the spot where the vacuum line clips on. The parts online just have a hole however the actuator I pulled out has a little spout that comes out over the hole for the vacuum line.

AutoZone ended up losing the actuator I ordered in transit, so I ended up getting an actuator from a junkyard blazer for $10 (Left). Its cold and muggy outside today so I will be putting it in sometime in the next few days.

Tried to make the old one work by gluing the diaphragm and sealing it with permatex but that eneded up not working, I assumed it would most likely not work.

New actuator looks very good almost brand new and it moves no trouble. The blazer at the junkyard was in very good condition I would guess its probably under 100,000 miles.

It did the job, all settings are now working perfectly fine and there is also less air blowing from the vents while the Heat/Ac is switched off.
