i have a 99lt...soooo it should be the same.
i took the relay out of the fuse box under the hood...pulled the relay and bent pin #86 flat up. then put it back and taadddaaa...that simple.
double check that it will work for yours, dont see why not.

If I'm not mistaken, which I could be, when you pull the relay all together only one bright will come on in a '98 or newer. The headlights should be untouched no matter what but you will no longer have DRL's. If you plan on driving anywhere especially dark you should bend the pin and put the relay back in.

Another feature a lot of people don't know about is the interior dome button override.
Whether night or day, if you don't want the DRL's on, push the interior light button 4 times rapidly and wa-la. No DRL's!!! (or if it's night time out your headlights will turn off).
