I would start with a fuel pressure test, here is a great thread to guide you thru it.

Wild *** guess here, but you need air and fuel. Presuming that the computer is working right and the fuel pump is working right and the spider is working right, you might not be getting air into the intake. I know you said that your 96 has been fully restored, but is there a chance that the throttle body is all gummed up so that when you give it throttle, your're creating a path for air to enter the intake? Also are all your sensors plugged in, such as the MAF? How does it run once started? Will it idle?

Thanks for the suggestions,I did a fuel pressure test and the pressure was fine but it didn't hold for long at all so I changed the fuel pressure regulator and now it runs like a champ, after 2 bad fuel pumps,[Car Quest brand] they upgraded me to a Delpi and paid the labor to put it in.I thought that was pretty good of them. Thanks again.
