Default flashing ECM

Does any one know of a low cost flash programmer set up??? I would like to update my original PCM and possibly play around in and modify somethings. I'ts a 98 S10 4.3L "W". I am an ASE Master Tech retired. I just don't want to Pay $1000 dollars to do this. All the shop owners I know don't flash crap...

What do you want it to do? Most of the reprograms don't really do sh*t.
Certainly not a grand worth of sh*t.

At times it goes to lock up at 30MPH in 3rd (might be 4th) and it lugs the motor down to 840RPM (took a screen shot) for an instant and then unlocks and some times up to 4th then back to 3rd. It is hunting around the 30-34MPH range occasionally. MAP, TPS and MAF sensor readings are all in spec. I want to flash uprgade the PCM if able. If not I would like to change the TCC lock up engagement speed to minimum 36MPH and 4th minimum up-shift speed to 38-42MPH. It is an SS with 342 gears and 245-50/16 tires on the back. These might be part of the issue, but they are new and I'm not going to change them. Bought the truck with 'em on it.
38MPH in 4th w/LU = 1150rpm 3rd = 1675
42MPH in 4th w/LU = 1300rpm 3rd = 1875
