One thing it might be, if the vacuum actuator is pulling, but it's still not engaging, is the gear in the passenger axle coupling could be chewed up. I ran into that

This is what the setup looks like:

On mine, one of the gears was chewed up, preventing the collar to engage

Bought a new gear (I believe it's just called a "connector") and I have 4wd again. I want to say it was around $70-$80 from gm parts direct.

Ive seen the vacuum hose disconnected at the ball in the drivers fender and the actuator would pull enough to fool the sensor but not enough to lock the diff .

I tell You what I did, when I've lost the retaining clip for the oil line. I took the other one to a local spring producer shop. Asked him if he could make me a copy. He smiled at me... He had no time to do, but gave me the spring wire of the exact diameter. Told me to get the desired shape using pliers and then temper it in about 150 degrees for half an hour. I did so and the clip is fine for over 1500miles. So if You could get the spring wire somewhere....

IDK if they are sold separately. Probably they come together with actuator only. They are not expensive (afair about $50), but perhaps someone here could drop a photo and u could make a copy out of a spring wire...
