fuel pressure regulator?

What is the best way to test if the fpr is working properlyon a 2000 4.3L. I believe it is the reason my blazer has trouble starting.

Connect a fuel pressure gauge to the schraeder valve on the fuel inlet line above the engine, turn the ignition key to 'on' and the pressure should be ~51-62psi. Turn the key off and watch the gauge. The pressure should not drop more than ~2-3psi. If it does, you have a bad FPR. If the reading continues to drop over the next few minutes, you have a leak in the lines inside the upper manifold.
