Default Getting to hot

2002 ZR2 getting hot when stopped in traffic or drive through. Flushed system a couple of months ago when I did the lower intake with new thermostat and green antifreeze. Now that it is in the mid to high nineties it gets hot. While driving temp runs about about195/ 200 with aftermarket gauge, I can see the thermostat opening and closing by the water temp. About 3/5 minutes at a stop the temp rises, I haven't let it go past about 210/215 before putting it in neutral and running about 1k rpm, at which time I can hear the fan clutch engaging (my other clue it is getting hot). If I sit there for a few minutes running at 1k or start moving it will cool back down and the fan clutch will disengage. In looking at the radiator through tho fill neck the radiator looks very clean, looking past the fan no fins are damaged or plugged. The only thing I have noticed is the top four rows of the condenser are completely plugged while the rest look open. It appears the condenser isn't getting any flow from rain or air to keep the top four rows clear (have to look up thru the grill to see). Your thoughts on how to clean the condenser or could there be something I am missing?

I’d start by power washing the radiator and condenser..... see if that takes care of it
