Default Getting nothing when key is turned

Blazer is a 96 with 4.3l

First off I think the batt is bad so I had it on the charger. Take it off and put it right in the truck
When I turned the key on for the first time I got some weird things happening. There was a loudish buzzing noise coming from behind/under the dash on the passenger side. The lights in the cluster were coming on..all of them the abs light, check engine, etc...
The rpm and speedo went up and down, were kind of bouncing I guess you could say.
Did that 2 or 3 times
Knew that wasn't right so I unplugged the batt to try and reset it, plugged it back in. Now when I turn the key on, none of that stuff happens. It's back to normal as far as the other stuff but when key is turned to start nothing happens at all. Headlights will turn on, dome and other accessories but when I turn the key absolutely nothing. No noises or clicks. Hooked up jumper cables and still get the same thing, nothing

I know it's long but any ideas would help a lot

can the battery be so bad, that even when getting jumped that it wont do anything?
I could hear the fuel pump before I unplugged the battery and hooked it back up, but now I can't

Checked the battery just now and it's sitting at 12.5 from when I was messing with it yesterday. Still nothing when the key is turned.
Not sure what it's called, but can the setup on the steering column that you put the key in and turn go out? Anything simple that I can check? All the fuses in the interior fuse box were good

going to dive into it more this weekend
Will check the starter connections
