head lights

head lights
i have a 98 blazer, when i start the vehicle the dlr lights come on, but i cant turn on the headlights, and the high beams dont work. but if i turn the vehicle off , and turn the key on i can turn on the headlights using the headlight switch and the high beams work when i pull the lever. any clue what is wrong.
