I have a 98 blazer and I had the same problem. Mine was the blend door actuator I just got one from the junkyard and now I have no problems. It is behind your glove box.

I have a 2000 olds Bravada that blows hot air all the time. i pulled the blend door actuator and plugged it in and watched it cyle open and close and never stop. i stopped it in the closed position and reinstalled it but didn't hookup the power to it. this worked in the summer for ac use. No gears broken inside but it doesn't know when the stop. is this the culpt. Its cheaper to replace the the control panel. any ideas.
