i have a 95 jimmy new fuel pump new starter filter map sensor egr has been clean and new gasket throttle body postion is new ummm all under the intake has been cleaned out new wire plugs cap and timing redone. takes starter fluid to start when sits lnger than an hr or so then only lets me give it a little gas and climbs up to 40 super slow plus thats the top speed if i give it medium to floorin it it dies down then when i do floor it when i come up off the gas it revs up in between. my mechanic gave up on me soo im lost no plzzz heellpp

Try doing a leak down test on it to start and make sure your getting proper fuel pressure.

Remove the pre-car O2 sensor and see if engine will rev-up any different. This will set the Check Engine Lite. If engine revs better, then likely have a plugged cat.

Regarding requiring starter fluid; do the leak down test as suggested, probably have a fuel system leak and could be the regulator in the intake.

regulator is new so is the spider i un hooked the cat last night no differnce at all i was wrong about the map being new is there a way to test that without buying a new one.

define "good" have you tested it with a gauge,or the push the pin down with a knife method?

^^ I agree. Definitely sounds like a fuel delivery problem. Just because parts are new, doesn't mean they're good, that's why we diagnose things Check fuel pressure and leakdown with a gauge. Ignition ON, engine OFF, fuel pump running, the pressure on your 1995 must be 55psi to 61psi. It must remain above 50psi for at least 10 minutes after the pump shuts off. If it fails one or both parts of the test, it tells us there's a fuel delivery problem that needs to be diagnosed. Post your results.
