High RPM at Startup When Cold

Default High RPM at Startup When Cold
Is it normal for a '01 Blazer's idle to be at 1000 RPM with a cold start? It usually only happens if it is cold (below freezing) outside or if the Blazer hasn't moved in a long time. The RPM will go down to 500-600 after it has warmed up so I was never really worried as it runs just fine.
