Highway speed hesitation

Highway speed hesitation
I have an 01 chevy blazer zr2 with a lift and 33s.
about a month ago i noticed a hesitation at highway speeds when cruising or slightly accelerating around 1500-2000 rpms. if i punch it the hesitation isnt there at all.
I just recently had a major exhaust leak fixed that i thought would solve that problem as well but it didn't.
Also while sitting in park the rpms bounce up and down with the clutch on the ac compressor which they should stay steady. i have replaced both the throttle position sensor and the idle air control sensor and its still the same.
The last time i did a full tune up was about a year ago approximately 6000 miles ago but maybe that exhaust leak fouled out my plugs? Ive also thought maybe its a vacuum leak? or a fuel problem? or carbon build up? Ive ran two bottles or sea foam through the fuel system already though and no improvement.
I am open to any suggestions, Im lost on this one and tired of spending money! and when/if I figure this out I WILL post my solution. thank you for helping.
