Default Hot air blowing down by feet

While driving, feels like hot air is blowing on feet. The blower is off and the temp control is on the cold side. Is this just a quirk of the blazers?

Mine does it too, so does my friends. I think they all do it. My passenger side is always hotter, too. That's because the heater core is over there.

heard this from someone nots sure if it is true " its a GM thing they did it so you always had constant recirculating air incase for some reason you had an exhaust leak that resulted in exhaust getting inside the truck"
