Unhappy hydrocarbon problem

ok i need some help out there... i am trying to get my 95 blazer 4x4 4.3L to pass nj state inspections and keep running into the same problem.. the only reason it fails is due to Hydrocarbons being too high in low speed idol.. the numbers are more then double what is called for (putting out 507 ppm when should be 220 ppm max) i have replaced......
CAT, O2 SENSORS (BOTH), TPS, EGR, MUFFLER (LESS THEN 8 MONTHS OLD).....

Im at my wits end trying to figure this one out...
any input would be appreciated

I'd suggest you check out the sticky thread 96+ fuel system diagnosis. Could be your fuel pressure is too high due to a bad pressure regulator or you have a leaky injector which is causing a fuel excess at idle.
