Not the same problem that you have but description of operation is good. Yours is the NV233 in the article.

This article says 1/2" TO 3/4" of cable travel. If you can pull your cable 1" without locking that right front wheel, then the problem is internal in the axle mechanism. See photos and diagrams in the article.

 

If it really is moving 1 1/2 inch could be the cable is broken and not pulling on the shift fork.
How easy is it to pull on the cable?

If it is working, could be partially engaging, could be the return spring on the shift collar.

Does the cable return to its normal position after pulling on it with no vacuum applied??

I have a new cable I can install if you think that will help

It could be that your cable is seized up due to being dry on the inside coupled with age and environment. How old is it?
It is pretty simple to disconnect it from the front axle to test the cable by itself.
3 Bolts then remove the plastic housing it is connected to. Then look inside and you will see the cable attached via a spring to the shift fork. Just pry the spring up a little and the cable will come undone.

Then recheck your tension on that cable. If it is still hard to pull, replace it. If not, then we have to look deeper.

You did put gasket sealer between the plastic housing and pumpkin, right?

If not, you run the risk of water getting into it or leaking diff fluid from it if the rubber seal blows on the shift fork..
