Can you not remove it because it's stuck? Or because you can't get to it?
If it's stuck, I'd try some PB Blaster. When you put the new plugs in, put some anti seize gel on the threads to avoid sticking in the future.

I know the steering shaft is close to the plug but if you use a short spark plug socket and a ratchet or a wrench on the end of the S/P socket it will come loose and you can unscrew it the rest of the way with your hand. Dont' forget antiseeze when installing them back in. Good luck.

move the boot thats on it by the plug and there is a flat spot on the shaft, turn the wheel till the flat spot is at the top and you should be able to get it. It worked for my 97 4.3.

Due to bad weather here, I couldn't work on the truck.. So this weekend I'm going to try and move that boot... Hopefully that will work.
