ICM and fuel pump

Does the ICM or coil control the fuel pump (or the fuel pump relay)?
If no, then what controls the on/off of the pump's relay?

Vehicle control module, specifically pin 1 - connector C4 (DK GRN/WHT wire on (BLK) VCM connector)
