Issues! 95 Blazer. help please.

From: I'm from a town named after a state, in Michigan.
Ok I re did the timing again. And once again, when you go to turn it over it won't fire and it pops, like the timing is off. I am at a loss here. The snow is already here and I don't have a vehicle. could this be a bad cam???
