wondering if anyone can help me out . Just rebuilt my 1998 4l60 tranny, during which when took off the valve body , this part fell out. (see attachment) pretty sure its not stock, think its part of a shift kit. My question is, where does it go?

I think you will get a better response if you post again with a title such as: 'Left over clip after 4L60E trans rebuild.' Also for future posts, it is good to put your vehicle's year and other pertinent info in the signature to help the responders to give you a valid answer to your question. I see you included that info in the post, but sometimes in the heat of the moment, you may forget.
