No Floor Heat

Default No Floor Heat
I have heat on defrost, panel but no floor heat. If I put the selector switch on floor it goes to defrost. Anybody run across this problem?

The vents are controled by vacuum. So my guess is a bad door valve, or a vacuum hose off.
