No wiper interval / Replacing wiper/indicate lever with right hand model

Ok, first question so i hope i'm in the right spot.
Had my first drive in the rain today and i noticed the interval on the wiper is not working.
The switch on the wiper/indicator lever has the first 3 or 4 positions which i guess must be slower up to faster intervals, but all settings turn on my wipers at the same speeds as the "1" continues wiper setting
The "2" and "3" speeds work as intended too, only no interval which gets annoying in some light rain.
What should i look at first for such an issue?
Second i would like to know if i can replace my current left hand lever with a european style right hand lever.
Would it be as easy as just getting the new lever plus the plastic bits?
Iirc the ignition would remain the same as it is now, on the right.
Even after 8 years of driving i retain my muscle memory for reaching to the indicator lever on the right hand side.
Since the stick-shift is also on the left hand it get's a bit busy on the left while my right hand has nothing to do but steering.
I only got 1 lever and a key ignition on my '96 Blazer and if i could alter it for more right hand function that would be great, but i thought i'd ask before importing a part

when my wiper did something similar I replaced the Wiper Motor Pulse Board, with a Cardone model 81-158PB (2002 Blazer). The action is more delayed than the original but you get used to it.
