Exclamation Not accepting gas and leaking

First off thanks for taking the time to read this. I own a 96 blazer 4x4 4.3 V6. Just about to hit 140K miles. I went to go get fuel the other day and it didn't want to accept the gas. Took about 5min to pump $5.00 worth of gas. I went home did som reading online and check my purge valve and charoal box above the driver rear wheel. Noticed one of the cords wasn't attached to I attached it and decided to try adding a small amount of fuel again...didn't work lol...but once I tried to start it again it wouldn't start no battery power (battery is 2 months old) waiting for a jump I did notice the smell of fuel and followed the leak...looks like it was coming from the purge valve. Got the vehicle jumped and back home where it's sitting. This morning I went out to look under the vehicle and found fluid under my purge valve (located near the spare tire) that smells like gasoline but has the color of oil. Any ideas what could be going on with my vehicle and how to fix it. Please and thank you.

It sounds like the anti siphon ball in your fuel neck may be stuck

X2 on the ball. With a rubber mallet, whack the fuel filler neck right where it goes over the frame. 2 door is easy to get to, 4 door is a little more difficult.
