One Problem after another...

I am still in the process of trying to get my 01 blazer to pass NYS inspection and it keeps failing the OBDII part of the inspection. I drove it the 150 miles like I had to in order for the reset and the Check engine light popped back on. We have narrowed it down to something with Bank 1 Sensor 2 and the computer. We got a new computer (well new to me got it out of a van at the junk yard) and installed it in the blazer and it didn't work. Can these be reprogrammed. I along with my husband and father ( he is a mechanic but is strictly Pontiac haha) are getting annoyed with this vehicle.
I also just had an issue with my radio draining the battery as well. So for now the fuse is pulled until I can get another radio to test that. It sounded like it was trying to eject a cd but there wasn't a cd in the player. It did this for a day or so before I was unable to start the vehicle.
Also every time I get out of the vehicle I get zapped. My husband said he thinks something isn't grounded out. I don't even want to think about how we would find out what that is.
Like I said I am getting annoyed. Any help is greatly appreciated. We don't know that much about the blazer and can't really spend the money to take it to a shop.

A new pcm won't work. It has to be programmed to the vin of your truck. What code is it throwing?
