Default P1416 on 2001 Blazer

I've got code P1416 on my son's 2001. From what I've read that is bank 2. So where/what do I start looking at? I've read that there are check valves and maybe a locked up air pump....but what's the difference between P1415 / bank 1 and P1416 bank 2 ???

Bank 2 is the passenger side. I would first disconnect the rubber line from the check valve on the passenger side. With the engine running, the check valve should not allow exhaust gasses to escape. If it does, then the check valve is bad and needs to be replaced.

Default P1416 code

I've tested the passenger side (bank 2) check valve and it is ok. The AIR pump is running and pumping air. What sensor tells the computer that it is bank 2? Is it the O2 sensor? Where do I look next??

Also, what tells the AIR pump to turn on/off??

P1416 - Secondary Air Injection [AIR] System Bank 2

The PCM controls the AIR pump. The link above explains the operation.
