The purpose of overdrive is to decrease engine RPM at cruising speeds to save fuel. Depending on engine load, it usually shifts into OD around 40 MPH. When the trans is in OD, the final drive ratio is nearly 1:1 unless the torque converter is not fully locked up. P1870 is telling you that it's not fully locked up when it should be.
