1998 s-10 blazer...OK, the parking brake never made a "ratchet" sound and worked fine, then the pedal would not stay down; I sprayed lube on it and it worked again for a good long time...but now the pedal does not stay down again...what is going on here?

check your left rear wheel. take off the wheel and make sure that the parking brake is still making contact. the pins get worn back there (i think)

It could be that the parking brake ratchett assembly is worn and needs replacing. It could also be that the pedal is bent and no longer has the gears in the correct position to catch.
Does the park brake hold the truck if you keep your foot on the pedal?

Funny you should mention it,the e-brake on my '02 doesn't ratchet down, either. The pedal just moves like the regular brake pedal does and then locks. It obviously works though, it holds the truck in neutral on a slope.

Right...I do not believe there is a conventional ratchet here....does anyone else agree?

I bought my 01 blazer a week ago with the pedal doing this. It would brake, just wouldn't stay down. I replaced the assymbly instead of trying to figure out the spring. It took about 20 minutes total to do the job.
The part is $29 on gmpartsdirect. The GMpart number is 15016010 for 98-05 I think, just verify that it says it will work on your year.

The lever works with a rack and pinion gearset....the pinion locks when you press the lever...that is why you do not hear the normal ratchet sound.....Thanks for the info on GM parts direct!...PM
