I'm not sure what this box is and if it's missing a piece or not. The center is filled with a clear gel-like substance. Weird...

That's a CPI engine.

It's a 95 Vortec engine. Is it supposed to have that gel-like substance exposed like that?

No it is not. The cover has broken off. It may or may not be functioning correctly.

Does a '95 Vortec engine have a MAP sensor? I'm not really familiar with these engines, but a diagram in the Haynes manual makes me question that. I'm having issues with my idle, and several people have mentioned that it could be the Idle Air Control. Could it be that?

Is the round object on the left side with wires coming out of it the IAC valve?

Yes, the CPI engines (92-95) do have MAP (manifold absolute pressure) sensors. They do not have MAF (mass air flow) sensors like the newer SCFI engines do.
